Our Board

Hagar International is led and controlled by an effective Board of Directors which collectively ensures delivery of its objectives, sets its strategic direction and upholds its values.

CHAIRMAN
A citizen of Australia, Harvey Collins is the President of Hagar International and a board member of Hagar Australia. He is Chairman of Hagar Soya Limited. He has been involved with Hagar work for eight years. His professional career was in the banking and financial sector and he was CFO for an Australian regional bank. Following his banking career he spent five years as an executive director of a listed investment company. He is currently a professional non-executive Director/Chairman holding board appointments in sectors as diverse as health insurance, education, superannuation, franchising, and energy production. He is also a board member of TEAR Australia, a Christian development agency, and is a Western Australian State Councilor of the Australian Institute of Company Directors.
VICE CHAIRMAN
Max Schläpfer, a citizen of Switzerland and Italy, is President of the Pentecostal Assemblies of Switzerland. He serves as Vice President of Hagar International. After receiving a basic education in architecture, Mr Schläpfer went on to a theological seminary in England and was ordained as a pastor in 1979. Besides serving as President of the Pentecostal Assemblies of Switzerland, he is President of the Association of Interdenominational Churches in Switzerland and Vice President of the Pentecostal European Fellowship.
Graham Chipps, an Australian citizen, is the Chairman of Hagar Cambodia. He serves as Pastor of the International Christian Fellowship of Phnom Penh. His skills include preaching, training, teaching, counselling, facilitating and management. Originally a teacher by profession, Graham has studied theology, education and history and was a church minister in Western Australia for 18 years before coming to Cambodia in January 1996.
Dr. Peter Hess, a Swiss citizen, is a lawyer by profession and a partner at in the law offices of Reichlin & Hess in Zug, Switzerland. Dr Hess completed his postgraduate studies in law at Columbia University, New York.As a politician, Dr Hess served in local government and in the Federal Parliament, becoming speaker of Parliament from 2000 to 2001.
Lee Chee Khiang, a citizen of Singapore, is an accomplished executive with record of success in the sales of financial products and management of sales personnel. He is recognised for management and sales. Mr Lee, who currently serves as Director, Hagar Singapore, has worked for Citibank Singapore and Great Eastern Life, where he won several awards for success in sales. He has a Bachelor of Arts from the National University of Singapore.
Talmage Payne, a United States citizen, has 15 years of leadership experience in Cambodia in both the non-profit and social enterprise sector. Before joining Hagar as CEO, Talmage was a member of the Hagar Cambodia Board of Directors and Executive Director of World Vision Cambodia and founding Chairperson of one of Cambodia’s most successful micro-finance institutions, Vision Fund. The CEO is an ex-officio, non-voting member of the Board. Talmage provides oversight to all Hagar activities in Cambodia and is the interim Chairperson of the newly established Hagar USA.
In 1994, Pierre Tami and his wife Simonetta launched Hagar in Cambodia. A visionary leader creating a compelling response to the plight of poverty, injustice and hopelessness. With a dream to provide hope, life skills, employment and income for vulnerable women, and care and education for children at risk, Pierre Tami is calling for a holistic and empowering approach that puts valued-based social concerns alongside economic issues.
